This Hakata Doll was made during the modern heyday for these figurines (1950-55) by Urasaki, one of seven major artisan studios in the Fukoaka District of Japan. This is the Bodhidharma Daruma, an Indian Buddhist monk who is credited with being the founder of Zen Buddhism in Japan. The story is that he sat in one place for years, staring at a wall.
